Wasco incorporated on December 22, 1945, though the post office opened as Deweyville back in 1899 and took the Wasco name in 1907. The town sits at 312 feet of elevation where State Routes 43 and 46 cross, with 27,047 residents as of 2020.

The housing that came with all that runs from pre-war farmhouses through post-war tract construction to newer subdivisions. In the older stock we usually find narrow oak strip or fir plank over joists, frequently under carpet that went down decades ago. In the post-war tract housing it is more often oak strip over plywood. Newer subdivisions are slab, which points to engineered plank.
Family households are hard on floors, and that is not a criticism. It means more scratching, more traffic-lane wear, and more spills — and it means the sensible spec is a durable finish in a satin sheen rather than something that shows every mark.
Refinishing Versus Replacing on a Working Budget
The arithmetic is the same everywhere and it matters more where budgets are tighter. Refinishing is $3.25 to $5.50 per square foot. New engineered is $7 to $13 installed and new solid is $9 to $16. On a 1,400 square foot house that is roughly a $6,000 job against $14,000 or more.
If the finish is dull but the wood underneath is untouched, a screen and recoat at $1.60 to $2.40 per square foot does the job in a day. We run the raking-light test on every floor before quoting a full sand, and roughly one in five turns out to need only the recoat.
Where we recommend luxury vinyl plank instead is when the wood is gone — sanded too thin, too many damaged boards, or a subfloor that needs enough work that starting fresh makes more sense. Rigid core LVP with a 20 mil wear layer at $4.50 to $8 installed will take a decade of a busy family without complaint.
What we will not do is quote a sand on a floor that cannot take one because it is the bigger invoice. If your floor has nothing left above the tongue, you will hear that at the estimate.
Older Farmhouses, Joists and Crawl Spaces
The pre-war farmhouses out here are raised-foundation construction, which is good news. Sagged joists, settled posts, soft subfloor, and squeaks can all be corrected from the crawl space without disturbing the finished floor above.
The one thing we always check is the ground cover. A missing or torn vapor barrier on the dirt lets soil moisture into the underside of the subfloor, so the bottom of every board stays wetter than the top and the edges start to lift. Plastic on the dirt and adequate venting fixes it, and it is cheap compared to a cupped floor.
Six miles northeast on Highway 99 the same era of housing shows up at larger scale in Delano , which is Kern County's second-largest city and has considerably more of it.
